The Park and Recreation Commission held it’s meeting on Monday February 25, 2008 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

Dr. Pat Curtin made a motion to approve the minutes from the January 15, 2008 meeting. Laura Swanson seconded.

VISITORS
Ellen Talkowsky requesting the use of the Salem Willows for the Salem State College Spring Fling. They will be utilizing the cottages and have inflatable fun, no live entertainment. They are self-insured and she has the liability waiver and all applications done, and police detail.
Laura Swanson made a motion to approve the application submitted by Ellen Talkowsky for Wednesday April 23, 2008. Pat Curtin seconded.

Peter Gifford – Harbormaster at the Winter Island would like to run boat storage. Pat Curtin would like to see where the boats would be going. They will be all recreation boats, no commercial boats. Laura Swanson wants to know if it needs to go out for an RFP.
Pat Curtin made a motion to ask the City Solicitor if we can lease this or go out for an RFP. Does it need to go before the City Council? Can the funds go into an account for Winter Island or do they go into the general fund. Laura Swanson seconded.

Tom Moran use of the Salem Common for the Salem Muster – 300 – 500 men start at the Armory Park.
Laura Swanson made a motion to approve the use of the Salem Common on April 19, 2008 with fees waived. Pat Curtin seconded.

Pat Curtin made a motion to waiver the fee for the use of the Common for one day and allows them to do a fundraiser for the tot lot at the Common for the use of the next day. Laura Swanson seconded.

The Commission would like the Salem Common Association to Contact Mamadou regarding the fundraiser.
Peter Smolianov – Salem State College – Muscle Beach
Grant seeking proposal
The students at Salem State are doing this project. They would need 15’ X 15’ space; this would be for all ages. The Commission asked if this would be handicap accessible? This is just a raw idea right now. They would like to send out for grants. The Commission was in favor of this plan.
Pat Curtin made a motion to approve the concept, and would like to cooperate with Salem State College on their outdoor fitness center at a park. Laura Swanson seconded.

Pat Curtin made a motion to appropriate $17,000.00 from the Golf Course receipts to pay for the electricity and golf carts, and oil for the Golf Course. Laura Swanson seconded.

Golf Course Concession Bid – Engine House, Peter Dragon 71 Lafayette Street.
Pat Curtin made a motion to approve the bid for the Engine House for the Golf Course Concession. Laura Swanson seconded.

The City Council approved the $5,000.00 for a consult for the golf course.
Park and Recreation Awards night went well. The Commission would like to send a letter of thanks to the Cable Co.
Laura Swanson made a motion to approve the drafted letter to Paul L’Hereoux and the City of Salem School Department. Pat Curtin seconded.

CBDG – Mary Jane Lee Park and Palmer Cove resurfaced the basketball courts. They are looking into a handicap swing.
Pioneer Village – RFP
Pat Curtin made a motion to approve the revised RFP for Pioneer Village. Laura Swanson seconded.
